Accessory dwelling units (ADUs) are one of the fastest-growing project types in Vermont, and recent state law has made them dramatically easier to build. Whether it’s a space for aging parents, an adult child, or rental income, here’s what you need to know about building an ADU in Vermont in 2026.
The rules just got friendlier
Vermont’s recent housing legislation (Act 47 of 2023 and the HOME Act of 2024) made ADUs allowed as of right in most residential zones across the state. In practice that means most single-family lots can now add one ADU without a special permit or variance, subject to basic size and setback rules. Your town still handles the permit, but the path is far clearer than it was a few years ago.
Attached vs. detached — and what each costs
Attached ADU / in-law suite — $180,000 to $280,000
Built off the main house, sharing a wall, utilities, and roof structure. Typically 400–800 sq ft. The most cost-effective ADU because it leans on existing systems.
Detached ADU / backyard cottage — $250,000 to $400,000+
A standalone small home, usually 500–1,000 sq ft, with its own foundation and utility connections. Higher cost per square foot but more privacy and rental appeal.
Garage or basement conversion — $120,000 to $250,000
Converting existing space is often the cheapest path if the structure and ceiling height cooperate.
What drives ADU cost in Vermont
- Utility connections. Running water, sewer/septic capacity, and electrical to a detached unit is a major line item. A septic capacity review can be the gating factor in rural areas.
- Foundation & frost. Vermont’s 48-inch frost line means a real foundation for detached units.
- Energy code. ADUs must meet Vermont’s RBES energy standards just like any new dwelling.
Realistic timeline
